The Volga region is one of the most heavily populated areas in Russia, with a density index of 30.35 ppl/km². Residents of the district include Russian (more than 70%), Tatars, Bashkirs, Chuvashes, Udmurts, Mordovians, Komi-Permians, and also representative of other nationalities and ethnic groups.

Due to the highly developed industrial potential in the region, the percentage for the urban population, as well as the skilled workforce and specialists with higher education is very high (70% and 11%, respectively). There are more than 300 institutions of higher education in the Volga Federal District, where more than 1.17mil. students are enrolled.

Some of these universities are among the oldest in Russia, such as Saratov State University (established in 1909) and Perm State University (established in 1916): even more notable is the famous Kazan Federal University, which was established in 1808. Over the years, the university has had lecturers such as the founder of non-Euclidean geometry N. Lobachevskii and one of the creators of organic chemistry A. Butlerov, and many well-known men among its graduates: L. Tolstoy, S. Aksakov, P.I. Melnikov-Pechersky, V. Hlebnikov, composer M. Balakirev, politician V. Ulyanov-Lein, and many others.

Two universities of the Volga Federal District—Ufa State Petroleum and Chemical University and Perm State University—were awarded a place in two national ratings: the top 25 universities, which are cradles of Russia’s business elite (according to RBK business magazine) and also the top 30 universities that prepare Russian policy elite (according to the Ministry of Education). There are also such well-known universities as Nizhniy Novgorod State University, whish is especially famous for its graduates—high skilled programmers who are demanded all over the world, and Samara State Aerospace University, which is famous for its specialists in the field of aviation and space technologies.

The Volga Federal District also has enormous scientific potential. In the Nizhniy Novgorod region alone there are nearly 100 scientific organizations, where more than 50,000 scientists are employed.
